Two stages give the job a sequence

Those are distinct tasks, not four interchangeable places to drag a blade. The coarse stage does the edge-forming work; the fine stage follows to remove burrs.

That separation is a practical buying reason for someone who wants an organized powered routine instead of assembling separate sharpening tools. It also means the second stage is part of the job, rather than a decorative extra. The manual specifies a standard 20-degree grinding angle. Treat that as a compatibility question for your knives: this is not an adjustable-angle station for preserving every specialized edge geometry.
